Individuals with severe disabilities in firms
people and the associated noncompliance fine from the perspective of firms. Many firms still do not fulfill the requirement to employ 5 percent of their workforce with disabled people. With the help of the IAB vacancy survey, this project describes reasons for the insufficient employment of disabled people from a firm perspective. The project also analyzes how firms assess the employment of disabled people and what experiences they have had to date. The survey data is supplemented by evaluations of administrative data
data, such as the employment statistics for severely disabled people
(BsbM) and the establishment history panel (BHP). For this, the firm thresholds defined in the law for the employment obligations are taken into account: For example,
firms with fewer than 40 employees must employ at least one disabled worker, while firms with more than 40 employees must employ at least two disabled workers. It is analyzed whether firms above the thresholds actually employ more disabled workers and whether some firms remain below the thresholds and adjust their workforce accordingly in order to avoid the (increase of the) noncompliance fine.
