Dem Jugendamt kommt bei der Bearbeitung von Problemen im Kontext des Aufwachsens junger Menschen eine besondere Verantwortung zu, die sich aus seinem Verhältnis zu den Kindern und Jugendlichen als ‚Werdenden‘ speist. Vor dem Hintergrund der zukünftigen Gesamtzuständigkeit steht das Jugendamt nun vor der Herausforderung, auch alle Eingliederungshilfen für junge Menschen seiner Verantwortung entsprechend zu bearbeiten.

In der derzeitigen aktenförmigen Fallbearbeitung in der Eingliederungshilfe außerhalb des Jugendamtes zeigt sich allerdings mit individualisierenden Problemzuschreibungen und einer Fokussierung auf Bedarfe von Betreuungspersonen und -institutionen eine Verantwortungsumkehr; aus diesem Befund lassen sich Implikationen für die Gestaltung der Fallbearbeitung im Modus von Inklusion ableiten.

Taking Responsibility for their Upbringing On the Case Processing of the Youth Welfare Office in the Form of a File

The Youth Welfare Office has a special responsibility in dealing with problems related to the upbringing of children and young people. This responsibility is connected to the understanding of young people as ‘becoming’. Against the background of its future competence for all young people - with and without disability - the Youth Welfare Office is faced with the challenge of including young people with disabilities - in a responsible way.

Currently, however, an exploration of the files of integration assistance beyond the Youth Welfare Office shows a reversal of responsibility. This includes an individualizing of problem attributions, and a focus on the needs of caregivers and institutions. Implications for the design of case processing in the mode of inclusion can be derived from this finding.
